The Ohio Democratic Party and a coalition of labor and voter rights groups had argued that Blackwell's order discriminated against the poor and minorities, who tend to move more frequently.
What the ODP was actually saying is that the poor and minorities are too stupid to know where they should go to vote, so we should waive the rules and let them vote anywhere they want. Working closely with the NAACP in Ohio and implementing their new "crack for votes" program, this should ensure a huge turnout.
Why is it that Democratic groups are constantly suing to have laws changed? The laws on when and where people can vote are fairly straight forward. Maybe they require a more "nuanced" version of voting laws...they'll need them in order to win in November.
