So with the UN up in arms about the US stingyness, and the press saying that Bush doesn't care because he hasn't issued a timely statement, we have to ask ourselves one question:
Where do the French fit into this?
They are providing $135,400 US.
Gee, maybe if they didn't have a failing socialist government they could give more. Or, maybe they are just stingy.

Perhaps it is a bit of both.
And where is the media? Why aren't they talking about about French stinginess?
